The Port Authority of New York and New Jersey’s Board of Commissioners has approved 55 million USD in funding to initiate preliminary design and infrastructure planning for the redevelopment of Terminal B at Newark Liberty International Airport (EWR).

This allocation is the first significant move in the recently launched EWR Vision Plan, a comprehensive blueprint for transforming the airport into a modern, world-class facility that serves the needs of the region and its passengers.

The 55 million USD funding, which combines 35 million USD in new funding with 20 million USD from a previous allocation in 2019, will support initial design work for the new Terminal B and address infrastructure and utility requirements.

Port Authority Chairman Kevin O’Toole said:

With the EWR Vision Plan in place, we are wasting no time getting the ball rolling on the planning for a new world-class Terminal B. This funding will allow us to start initial planning work on a new modern Terminal B, including developing a funding strategy, and explore how it fits into the larger redevelopment of Newark Liberty that aims to elevate this airport into one of the best in the world.

The current Terminal B, in service since 1973, was originally designed for around 6.8 million passengers annually but now handles nearly twice that volume, serving approximately 12.3 million passengers in 2023.

A significant redevelopment of the facility aims to ensure the new terminal can meet future demand while providing an enhanced passenger experience.

A world-class travel experience starts with a world-class plan, which we’re excited to kick off with the preliminary design phase of Newark Liberty’s Terminal B. This funding will allow us to develop a roadmap to deliver a new Terminal B to match the award-winning Terminal A. The robust accolades received at Newark and LaGuardia – along with the major construction happening across JFK’s footprint – demonstrate that the Port Authority is more than capable of delivering best-in-class airport facilities.

The EWR Vision Plan, developed with design firm Arup and architecture firm Skidmore, Owings & Merrill, outlines a comprehensive reimagining of Newark Liberty, with the construction of Terminal B at its core. The blueprint includes modern terminals, an efficient roadway system, and an enhanced taxiway network to streamline aircraft movement and reduce delays.

The initial 55 million USD allocation will cover preliminary planning, financing strategies, and community outreach to assess project needs. It will also consider integration with ongoing projects, such as the replacement of the existing AirTrain with an advanced automated system and the development of a new access point to the EWR Rail Station to better connect underserved Newark and Elizabeth neighbourhoods.

The future Terminal B will build on the success of the new Terminal A, which has received numerous industry accolades, including recognition as the world’s best new airport terminal by Skytrax in 2024.
