Hong Kong International Airport (HKIA) has appointed AECOM as lead consultant for Phase 1 of the HKIA Dongguan Logistics Park.
The project, commissioned by Hong Kong-Dongguan Sea-Air Intermodal Transshipment Logistics Park Management (Dongguan) Limited, a wholly owned Airport Authority Hong Kong (AAHK) subsidiary, forms a central pillar of HKIA’s strategy to enhance cargo connectivity across the Greater Bay Area (GBA).

Designed to create a seamless link between HKIA and Dongguan’s manufacturing base, the new Park is set to become the world’s first dedicated sea–air intermodal transshipment hub. By shifting security screening, palletisation and airline approval upstream to Dongguan, cargo will arrive at HKIA ready for immediate onward transfer to global markets.
Once operational, the Park is expected to process up to one million tonnes of cargo per year, significantly strengthening HKIA’s status as a leading international freight hub. Dedicated barges will transport pre-cleared cargo directly to HKIA’s airside facilities, reducing handling times and improving overall supply chain efficiency for exporters across the GBA.
In its consultancy role, AECOM will oversee design, contract management and construction management for key elements of Phase 1. These include:
- An air cargo terminal complex
- A barge terminal
- Freight forwarder warehouses
- Automated cargo-handling systems
Advanced digital platforms, intelligent guided vehicles (IGVs) and customised container systems will form the backbone of the Park’s operational model, setting a new standard for high-tech logistics infrastructure in the region.

The Dongguan Logistics Park builds on AAHK’s wider cargo strategy and reinforces HKIA’s position as the primary international aviation gateway for the GBA. By moving key cargo processing functions closer to manufacturing centres while preserving HKIA’s established air cargo strengths, the project is expected to unlock significant efficiencies for exporters and logistics operators alike.
