The Los Angeles City Council has approved a 5 billion USD Multiple Award Task Order Contract (MATOC) for Los Angeles World Airports (LAWA), facilitating the procurement of design-build and construction services for upcoming projects at Los Angeles International Airport (LAX) and Van Nuys Airport (VNY).
The five-year contract streamlines the process of engaging pre-qualified contractors for LAWA’s Capital Improvement Programme, expediting infrastructure developments ahead of major international events such as the 2028 Olympic and Paralympic Games.

The MATOC includes agreements with 31 prime contractors, 13 of whom are engaging with LAWA in this capacity for the first time. The contract is structured to support small and diverse businesses, offering different award levels based on firm size and implementing inclusive subcontracting requirements.

MATOCs allow project owners to expedite the award process by selecting from a pool of pre-approved contractors rather than undergoing multiple procurement cycles. This approach provides firms with consistent work opportunities while enabling LAWA to deliver infrastructure projects more efficiently.
The MATOC is valid for five years, with the option of two one-year extensions at LAWA’s discretion.
