London Luton Airport Operations Limited (LLAOL), owned by Aena and InfraBridge, has received Government approval to expand London Luton Airport’s (LTN) annual passenger capacity from 19 million to 32 million.

The expansion plans, proposed by airport owners Luton Rising, aim to balance economic growth with strong sustainability commitments. A significant component of these plans includes building a second terminal.

The plans incorporate a Green Controlled Growth framework, which will enforce legally binding and independently monitored limits on noise, airport carbon emissions, air quality, and surface access.

The project is expected to create up to 11,000 new jobs and contribute an additional 1.5 billion GBP to the economy each year, making it one of the most significant construction programmes in the region in recent years.

The expansion also presents an opportunity to enhance Luton Council’s investment in public services and local communities.
