The Greater Orlando Aviation Authority (GOAA) Board has announced a new vision for parking facilities at Orlando International Airport (MCO).
Proposed plans include both the planning and development of two new garage expansion projects – the Terminal A Garage and Rental Car (RAC) and New Terminal C Garage and Rental Car (RAC) Expansions.

Previously, the Board removed a proposed Consolidated Rental Car (ConRAC) Facility project from the MCO Capital Improvement Program (CIP), which has been moved aside in order to shift toward what the GOAA has stated are ‘more cost-effective projects and enhancements’ that can be delivered quickly.

By re-envisioning how we use existing land and infrastructure, we can deliver meaningful improvements faster, while keeping customer experience at the forefront of everything we do.
Preliminary plans for the new Terminal A & C Garage expansions envision multi-story structures, increasing public parking by 8,000 spaces. Both garages are intended to be open by 2030.
Currently, roughly 1,500 spaces in the Terminal Top Parking Garage are being converted into Reserved Parking, whilst a new Parking Guidance System is now being installed in all 4 existing parking garages as part of a 13.9 million USD phased project. The System will also be installed in both the expanded Terminal A Garage and new Terminal C Garage.
The Parking Guidance System is expected to be fully operation in the existing Garage C within the first quarter of 2026, with installation in Garage A, Garage B and the Terminal Top Garage through Summer 2027.
All new expansions form part of a wider scheme to enhance growth and improve guest-focused amenities at the airport, with MCO’s 5.9 billion USD Capital Improvement Program for the 2025–2030 Fiscal Year set to include the expansion of parking capacity, improvements to baggage handling systems, new and upgraded gate areas, the modernisation of Terminals A and B, renovation and addition of new restrooms, seating areas, retail shops and restaurants, and the installation of new technology to improve passenger journeys through the airport as a whole.
