The New Terminal One at John F. Kennedy International Airport has announced a partnership with U.S. Customs and Border Protection (CBP) to introduce a biometric identity verification system for U.S. citizens arriving on international flights.

The programme, known as Enhanced Passenger Processing (EPP), is scheduled to be integrated into the terminal’s international arrivals operations when the facility opens its first phase in 2026.

EPP is designed to support identity verification using biometric technology during the inspection process. The system confirms a traveller’s identity in real time and is intended to assist CBP officers in processing eligible U.S. citizens more efficiently while maintaining existing security requirements.

To deliver the biometric capability, the New Terminal One has selected iProov, a provider of biometric identity verification technology. The company will work with the terminal and CBP to deploy the system as part of the arrivals workflow.

Participation in EPP will not require advance enrolment or a fee. Travellers may also decline to use the biometric process and instead proceed through the standard CBP inspection route.

The New Terminal One is part of the Port Authority of New York and New Jersey’s 19 billion USD redevelopment programme at JFK Airport. The plan includes construction of two new terminals, upgrades and expansion of two existing terminals, a new ground transportation centre and revised roadway access.

Construction is taking place in phases, with the first phase — including arrivals and departures halls and 14 gates — expected to open in 2026. Full completion is planned for 2030, when the terminal is projected to cover 2.6 million square feet with 23 gates.

The development consortium is led by Ferrovial, JLC Infrastructure, Ullico and Carlyle.
