The Port of Portland has completed the main terminal reconstruction at Portland International Airport (PDX), concluding an 11-year infrastructure programme valued at 2.15 billion USD.

The project, described by the Port as the largest public infrastructure scheme in Oregon’s history, delivered a full rebuild and expansion of the airport’s main terminal without requiring any closure of the facility during construction. The programme was completed on schedule and within its stated budget.

The works have increased the airport’s capacity and strengthened seismic resilience, while also incorporating energy efficiency measures and changes to internal passenger flow.

The terminal redevelopment forms part of the wider PDX Next capital investment programme, which includes upgrades to concourses, parking facilities, and a new rental car centre.

The rebuilt terminal introduces revised passenger circulation routes, including new exit lanes designed to reduce walking distances between gates, baggage claim and landside areas. Internal layouts have also been reconfigured to improve accessibility, with additional restroom facilities and wider circulation spaces.

A significant expansion of retail and food and beverage provision has also been delivered, with a focus on regional operators. 27 additional local brands have been introduced into the terminal, alongside established Oregon-based businesses.

The airport has also incorporated a series of public art installations throughout the terminal, including works reflecting regional cultural and historical themes.

Meanwhile, sustainability features form part of the completed project. The terminal includes a large timber roof structure constructed using regionally sourced materials, as well as extensive glazing designed to maximise natural light. The Port reports that energy consumption per square foot has been reduced compared with previous terminal infrastructure, supported by a ground-source heat pump system scheduled to become fully operational in late 2026.

The redevelopment also incorporates biophilic design elements, including indoor planting and the use of natural materials intended to improve indoor environmental quality.

From the beginning, our North Star was a new PDX that reflects our values and the people and places that make this region special. The final result is a world-class airport unlike any other, shaped by local hands, local ideas, and local pride. It’s a space that belongs to all of us, and a process that we can all learn from.

The completed terminal increases capacity for future growth, with long-term planning targeting up to 35 million annual passengers by 2045.

With construction now complete, the airport will move towards further incremental upgrades, including improvements to baggage handling systems and passenger processing areas.
