Tampa International Airport (TPA) has received approval to start Phase 3 of its Master Plan, enabling the construction of a new Airside D terminal.
The Hillsborough County Aviation Authority Board of Directors has officially approved the Aviation Authority’s Fiscal Year 2023 Capital and Operating Budget, which includes the construction of the new 787.4 million USD terminal.
Construction on Airside D is expected to start in 2024 and be completed in 2027.
The new terminal will expand Tampa International Airport’s capacity to accomodate an additional 13 million passengers by 2037.
16 new gates will serve domestic and international flights, bringing the total number of gates at the airport to 72.
The building will be about 563,000 square feet and will include concessions space, an outdoor terrace, upgraded customs and security facilities and new screening, gate check-in and bag processing technologies.
This will be the fifth airside terminal at TPA and the first new one in more than 17 years. It will be paid for with a combination of federal and state grants, as well as airport-issued bonds.

The Airside D project is part of the Tampa International Airport’s Capital Program and is the third and final phase of its Master Plan. The project was originally scheduled to begin in 2021 but was delayed due to the COVID-19 pandemic.
Phases 1 and 2 of the Master Plan included the airport’s Main Terminal redevelopment, a Rental Car Center, the SkyConnect Automated People Mover, roadway expansion and a Central Utility Plant.
