Toronto Pearson International Airport (YYZ) has awarded contracts for a 1.5 billion CAD programme to modernise its Terminal 1 and Terminal 3 facilities. This forms part of the airport’s wider Pearson LIFT infrastructure programme.

The airport has appointed NORR-DIALOG, a joint venture between Canadian architecture and engineering firms NORR and DIALOG, to lead planning, architecture, engineering and integrated design. PCL Construction has been selected as Construction Manager at Risk for the project.

The Terminal 1 and Terminal 3 Revitalization Program is intended to upgrade ageing infrastructure while improving passenger flow and operational efficiency across the airport.

Planned works include expanded terminal spaces, refurbished lounges, additional charging facilities, improved baggage processing systems, modernised check-in areas and upgraded security screening facilities. The programme will also include enhancements to gates, passenger processing areas and customs and immigration facilities.

Construction will be carried out in phases to allow the airport to remain operational throughout the works while reducing disruption for passengers and airline partners.

The terminal modernisation is the second major programme announced under Pearson LIFT. In May 2026, the airport began construction on a separate 3 billion CAD investment focused on airside infrastructure and baggage handling systems.
